Health care
Mott MacDonald has extensive experience in the health sector
through technical assistance, management and implementation of a
number of projects and programmes in India. Globally, our expert
input as Health consultants is offered by HLSP, the Health arm of
Mott MacDonald. Our projects range from implementing vital AIDS
eradication programmes and pro-poor initiatives to studies for
institutional strengthening, sector reform and impact evaluation.
We have worked with NGOs, CBOs, private sectors and the apex
government bodies, including the Ministry of Health and Family
Welfare, in policy formulation, strategic planning, project
evaluation and design, behavioural surveillance studies, monitoring
and evaluation, capacity building, and needs assessment. Select
projects include:
- Monitoring & Evaluation of NGOs Providing Curative &
Preventive Health Services in Uttaranchal – which included a rapid
baseline, periodic monitoring and an end line evaluation of the
NGOs in Uttaranchal providing health care services
- Development and Implementation of Quality Assurance Standards
for PHC and above level – which included two rounds of monitoring
surveys to collect information on quality assurance indicators and
facility level performance including all the 97 health facilities
under UAHSDP and develop a mechanism for grading of all the
facilities and grade them on periodic basis and also develop a
quality assurance model that is workable, viable, sustainable and
replicable
- Preparing operational guidelines for Running and Managing
Mobile Health Van in 13 districts of Uttaranchal
- Study on Health Care Financing and Health Expenditure for
Uttaranchal – which involved evaluation of financing and
expenditure patterns on health by public sector and individuals and
preparation of a medium term expenditure format
- Health Sector Public Expenditure Review for Karnataka (for
World Bank supported Karnataka Health Systems Development Project)
– which involved tracking and analysis of 10 years data on
financing and public expenditure on health as well as analysis of
fiscal sustainability, allocative efficiency, technical efficiency
and equity.
- Assessment of the Health Insurance Scheme “Deendayal Antyodaya
Upchar Yojana” in Madhya Pradesh
- Concurrent Evaluation of National Rural Health Mission

HIV/AIDS prevention and control projects/programmes in
India

International Drug Abuse Mott MacDonald has been assisting
various DFID supported states in the HIV/AIDS management; starting
with Kerala in 1996 as the first HIV/AIDS State Management Agency,
followed by the State Management Agency in West Bengal. Mott
MacDonald was the Project Support Units (PSU) in West Bengal and
Uttar Pradesh for targeted interventions in sexual health and
HIV/AIDS. PSU developed processes for identification, evaluation,
appraisal, monitoring of targeted intervention projects as well as
advised State AIDS Control Society in financial management of TI
projects, fund management, capacity assessment, capacity building
for existing and new partners, and MIS development.
DFID PMO in West BengalTogether with HLSP,
health consulting arm of Mott MacDonald, Mott MacDonald India also
established a Programme Management Office (PMO) for a period of 25
months, which managed the DFID, funded technical cooperation funds
to Civil Society Organisations, through projects and programmes
designed to support NACP-II, with primary function being contract
management and technical assistance as necessary. PMO managed DFID
funding for HIV/AIDS interventions through four modalities:
- Management of existing contracts and MOUs, and any extension of
these contracts
- Identification and putting to bid and subsequent implementation
of new contracts
- Establishment of a Challenge Fund to administer small grants to
civil society organisations in support of NACP-II
- Support the Task Team and NACO in ensuring that the monitoring
of DFID inputs to NACP-II is adequately monitored
PMO functioned in close collaboration with NACO and civil society
organisations for developing strategies for the NACP-III as
well.
Education
Evaluation of Alternative Schools for slum dwellers
in Sri Ganganagar, RajasthanMott MacDonald has significant
experience in the Education sector as well. Cambridge Education is
the specialized Education unit of Mott MacDonald. Currently, Mott
MacDonald is providing the Capacity Building Support to the
Elementary Education Programme within the National Council for
Educational Research and Training (NCERT), project supported by
DFID.
We understand the need for making elementary education accessible
to all age groups, and have worked with the National Literacy
Mission of India for evaluating the Total Literacy Campaign (TLC),
Post Literacy Programme (PLP) and Continuing Education Programme
(CEP) and Girl Child Enrolment and Alternative schooling. Our
select projects in education sector include:
- Study of the Different Interventions for Out of School Children
in the State of Rajasthan – which assessed the status of enrolment
and retention of out of school children and the impact of different
interventions by the state government on the enrolment and
retention of school children
- Study of Status of Alternative Schooling and Impact on
Universalisation of Elementary Education – which assessed the
status of alternative schooling in the state (like Education
Guarantee School, Back to school camps, Balika Shivirs)
- Study of Girl Child Enrolment and Retention in Rural Schools in
Madhya Pradesh
- Project configuration and documentation for GOI’s Science
Scholarship “INSPIRE” Programme
- Zee University Feasibility
Poverty and livelihood
Mott MacDonald has undertaken several assignments focussing on
poverty alleviation, social protection and livelihood initiatives.
Globally, our work in Poverty and Livelihood issues is executed by
BMB Mott MacDonald. The DFID funded “Management Advisory Support
Team” under Andhra Pradesh Urban Services for the Poor (APUSP)
Project mainly highlighted in managing pro-poor initiatives while
working with civil society in 32 Class-I towns in the state.
We as a part of the consortium team were the Technical Project
Support unit for the DFID funded Madhya Pradesh Rural Livelihoods
Project.
Rural water project
Mott MacDonald, engaged as the Support Agency (SA) for capacity
building and awareness campaigns for World Bank, assisted the
Karnataka Rural Water Supply and Sanitation Project to deliver
sustainable health and hygiene benefits to the rural population
through improvements in water supply and sanitation services.
As a part of design phase of the Rural Water Supply &
Sanitation projects in the states of Karnataka, Kerala, Punjab and
Uttaranchal, Mott MacDonald prepared the Economic Analysis of the
projects.
